Mayor speaks out about 'CIA agent' shooting investigation

HOUSTON—Houston’s mayor is reacting to an internal investigation that cleared two HPD officers in the shooting death of Roland Carnaby, 52.

Roland Carnaby claimed that he worked with the CIA.
Carnaby, who claimed to be a CIA agent, was killed after a high-speed chase.
While the officers were cleared in the shooting, investigators determined they violated police procedure in the way they approached Carnaby’s vehicle.
The officers complained they were not properly trained for that kind of high-risk approach.
The mayor disagreed, but said the real problem is people who don’t pull over for police.
“It would be a great risk when you send the message to our citizens that says ‘hey, all you gotta do when you get pulled over is just zoom off at a high speed.’ We can’t have that,” said Mayor White.
Carnaby’s widow is now suing the department.
